Özet
Türkiye, batıya giden yolların üzerinde yer alan ülkelerden biridir ve özellikle son yıllarda göç trafiği ile oldukça hareketli bir deneyim sunmaktadır. Göç, trafiğin tam ortasında yer almakta olup, Türkiye'deki göçmenlerin iş ilişkileri açısından son derece heterojen bir yapı oluşturmaktadır. Türk işgücü piyasası üzerindeki etkisi, benzer ülkelerden farklılık göstermektedir.
Amaç: Bu çalışmada, Türkiye turizm sektöründe çalışan göçmenlerin durumunu değerlendirmek ve karşılaştıkları sorunlara çözüm önerileri sunmak amaçlanmaktadır.
Yöntem: Konunun değerlendirilmesi için veri tabanları taranmıştır. Konuyla ilgili yapılan çalışmalar, zaman kısıtlaması olmaksızın çalışmaya dahil edilmiştir.
Sonuçlar: Göçmen işçilerin turizm alanındaki faaliyetleri, bu sektörün özelliklerinin ötesinde artan dış talep nedeniyle de gerçekleşmektedir. Özellikle sunulan hizmetin mevsimsel değişikliklere karşı daha hassas olması, kalıcı istihdamın oluşturulmasını engellemektedir. Ayrıca, dış rekabet nedeniyle işletmelerin işgücü maliyetlerini düşürme eğilimi, istihdamın güvencesiz hale gelmesine yol açabilmektedir. Bununla birlikte, bu sektörde çalışan yabancı göçmenler, yerli işçilere göre daha fazla sömürü ile karşı karşıyadır. Genel olarak, resmi kurumların göçmenler üzerindeki baskısı artmakta ve çalışma koşulları kötüleşmektedir.
Sonuç ve Öneriler: Göçmen insan haklarının etkili bir şekilde korunmasının hala Dünyada önemli bir sorun olduğu göz önünde bulundurulduğunda, insan haklarını korumak amacıyla göç perspektifinin oluşturulması gerekmektedir. Bu, uluslararası göçün göçmenler için bir acı ve ıstırap kaynağı değil, bir fırsat ve tercih haline gelmesini sağlamak için önemlidir. Türkiye’de modern göç politikası, insan hakları temeli üzerine inşa edilecek ve göçmenlerin işgücü piyasasında yaşadığı sorunların çözülmesi ile yaşadıkları mağduriyetlerin ortadan kaldırılmasını sağlayacaktır.
Türkiye is one of the countries located along the routes leading to the West and has offered a particularly dynamic experience in recent years due to migration traffic. Migration is at the heart of this traffic, and the migrant population in Türkiye creates a highly heterogeneous structure in terms of labor market relations. Its impact on the Turkish labor market is different from that of similar countries. Objective: The aim of this study is to assess the situation of migrants working in Türkiye's tourism sector and to propose solutions to the challenges they face. Method: Databases were searched for the evaluation of the topic. Studies related to the subject were included in the research without time limitations. Results: The activities of migrant workers in the tourism sector are not only influenced by the characteristics of the sector but also by increasing external demand. In particular, the sensitivity of the services offered to seasonal changes hinders the creation of permanent employment. Additionally, due to external competition, businesses tend to reduce labor costs, which can lead to insecure employment. Moreover, foreign migrants working in this sector face more exploitation compared to local workers. Overall, the pressure from official institutions on migrants is increasing, and working conditions are worsening. Conclusion and Recommendations: Considering that the effective protection of migrant human rights remains a significant issue worldwide, it is essential to develop a migration perspective aimed at safeguarding human rights. This is important to ensure that international migration becomes an opportunity and a choice for migrants, rather than a source of pain and suffering. In Türkiye, modern migration policy should be built on the foundation of human rights, and by addressing the issues faced by migrants in the labor market, it will help eliminate the injustices they endure.
