Özet
Yüzyılımızın sonuna doğru hızlanan gelişmeler sonucunda modernlik yerini postmodernliğe bırakmış ve Postmodern anlayış kamu yönetiminde bürokrasinin karşısına sivil toplum örgütlerini çıkarmaya çalışmış, devletin yetki ve görevlerinin sivil toplum örgütlerine ve özel sektöre aktarılması gerektiğini vurgularken, piyasanın ve sivil toplumun geliştirilmesini önemsemiştir. Kamu sektöründeki örgütsel küçülme (Downsizing) stratejisi sanayileşmiş ve gelişmiş ülkelerin ekonomik reform programlarında hızla artarak kullanılan bir uygulamadır. Küçülme stratejileri olarak Devletin gelir ve gider kalemlerinde personel istihdamı konusunda örgütsel yapı olarak ve merkezi yetkiler açısından küçülmesi öngörülmüştür.
As a result of fast paced developments at the end of this century post. modernity replaced modernity and postmodern understanding attempted to confront the bureaucracy with non-governmental organizations. While this approach is emphasizing the necessity of transferring governmental authorizations and assignments to non governmental organizations and private sector, simultaneously overrates the development of non governmental community and markets (private sector). Downsizing strategy of public sector is an application which is recently used widespread in the economic reform plans of developed countries. Downsizing of personnel employment, organizational structure and central authorizations are predicted among the revenue and expense items of government.
