Restructuring vocational and technical education have been framework in Turkey throughout membership process of Turkey to EU. The project entitled "Modernization of Vocational and Technical Education (MTEM)" was one of these studies related to this process. The project was based on a collaboration between Turkish Republic and European Union Commission. The objective of MTEM project was to develop a modern and effective teacher training system. Within the scope of the project, teacher proficiencies regarding vocational courses were determined by using the DACUM method in order to educate qualified teachers in various fields. Modular educational programmes were developed in the project based on proficiency. Even though programmes were implemented in 2004-05, no research was conducted to evaluate the programmes. The purpose of this study is to evaluate the modular education programmes within the framework of MTEM project, in terms of the views of the academic staff. The quality of the modules were evaluated in terms of "definition, purpose, content, teaching-training process, assessment and evaluation" dimensions. (C) 2009 Elsevier Ltd. All rights reserved
